The Board of Directors of the Port Authority of the Bay of Cádiz approves the granting of the concession to Iniciativas Sociales Productivas
The Board of Directors of the Port Authority of the Bay of Cádiz has approved the granting of an administrative concession to Iniciativas Sociales Productivas, S.L. for the construction and operation of a multi-storey car park and commercial buildings on the Reina Sofía quay esplanade, next to Paseo Almirante Pascual Pery, an area earmarked for future port-city integration.
As previously reported, the Port Authority received an application from Iniciativas Sociales Productivas in December 2025 to develop this project, for which the Port Authority of the Bay of Cádiz (APBC) had launched two public tenders, both of which were unsuccessful.
Following the completion of the required administrative procedures, the Port Authority’s Board of Directors has today approved the granting of the concession, together with the terms and conditions governing it.
As originally planned, the project will occupy a rectangular area covering 12,646.52 m² on the Reina Sofía quay esplanade. The proposed facility takes advantage of the approximately five-metre difference in elevation between Reina Sofía quay and Paseo Pascual Pery, allowing the car park to be built almost level with the upper promenade.
The facility will provide 1,024 parking spaces, including 509 on the ground floor and 515 on the first floor, with a total investment of €20.2 million. Among its key features, the car park will include 36 electric vehicle charging points, seven of which will be located in accessible parking spaces, with provisions for future expansion.
The facility will also offer complementary services, including bicycle rental, parcel lockers and vending machines. It will operate 24 hours a day, 365 days a year, with staff physically present on site. In addition, the project includes online booking and payment, automatic number plate recognition, electronic toll payment systems and digital parking occupancy monitoring.
The concession will have a 50-year term, while the maximum construction period will be 16 months from the date the site is made available.
The development of this project is considered a key catalyst for the wider port-city integration initiative in Cádiz, as its implementation will enable further progress on the remaining planned actions.
