– The Port Authority of València (APV) and València City Council have agreed on a cooperation agreement for Parque de Desembocadura, setting out the commitments of both parties regarding the project. This agreement marks the start of the countdown to the creation of a new park for the city of València.
– The Board of Directors has approved an addendum to the agreement with Gandia City Council to advance the port-city integration project in the area surrounding the former fruit warehouses at the Port of Gandia.
The Board of Directors of the Port Authority of València (APV) has approved a cooperation agreement with València City Council establishing the commitments of both parties regarding the construction, maintenance and conservation of the future Parque de Desembocadura València. The agreement aims to ensure the proper management, maintenance, conservation, safety and financing of the project as a public space for residents and visitors.
The agreement, which will remain in force for four years and may be extended for a further four years, establishes a joint financing framework. The APV will invest €16.2 million, including VAT, in the works and activities planned within the Port of València’s service area (port land designated for public use), while the City Council will contribute €15.6 million to carry out the works outside this area.
The APV will be responsible for tendering, awarding contracts, commissioning and executing all construction works for the new park, both within the port service area and in the extension area. It will also make the port service area land located within the park available to the City Council, ensuring access for both park users and municipal maintenance, conservation, cleaning and security personnel.
For its part, the City Council will be responsible for drafting, supervising, approving and implementing the project, including landscaping, ecological restoration and urban development works. It will also oversee the technical management and supervision of the works.
Furthermore, the City Council will be responsible for ensuring the park’s maintenance following its opening, including the water surface extending from the Puente de Astilleros (Shipyards Bridge) to the new covered channel section.
North Terminal
In other matters, the Board of Directors has approved the partial suspension of the administrative concession granted to VALENCIA NORTH TERMINAL (VNT), in order to align the construction project for the container terminal in the northern expansion of the Port of València with the works currently underway.
The project submitted by VNT in July 2026 increases private investment to €1.656 billion, compared with the initial investment of €1.011 billion.
The submitted project meets the requirements and needs of maritime transport and proposes an updated sequence of construction phases, adapted to the information currently available and the anticipated timetable for the APV to make the land available.
In this regard, it has been determined that objective technical circumstances, linked to the complexity, scale and sequence of the construction works, affect land availability during the initial phase of the concession and prevent VNT from commencing its works in an orderly manner.
This partial suspension does not affect the land already handed over to the concessionaire, nor does it alter the duration of the concession or grant the concessionaire any additional extension.
The measure is therefore not intended to modify the essential terms of the concession, but rather to temporarily adjust its effects regarding those areas of land that cannot yet be used for the development of the terminal.
Regarding the contract for the construction of the North Terminal container quay, the Board has also agreed to extend certain intermediate deadlines following the identification of several issues affecting the execution of the works. These include the impact of the DANA (isolated high-altitude depression) severe weather event, other technical considerations, and the need to assess new solutions following the submission of the construction project by the concessionaire, with the aim of aligning the different works.
The overall deadline for completion of the entire project remains unchanged at 58 months, with completion scheduled for August 2029.
The first intermediate deadline, covering 50 hectares of reclaimed land and 500 metres of quay edge beam, has been extended by nine months, establishing a new completion date of 17 July 2027.
Similarly, the second intermediate deadline, covering 1,500 metres of quay and an adjacent area of 99 hectares of reclaimed land, has been extended by eight months, setting a new completion date of 17 July 2028.
Increased Investment in Font de Sant Lluís
In addition, to facilitate the smooth execution of works at the València Font de Sant Lluís Intermodal and Logistics Terminal, the Board has ratified the signing, by the President of the APV, of the second amending addendum to the agreement concluded between the Ministry of Public Works, the Generalitat Valenciana, València City Council and ADIF.
ADIF is currently carrying out the works required to bring Phase 1 of the València Font de Sant Lluís Terminal into operation.
These works initially had an estimated budget of €35 million, which has subsequently been increased to €37.4 million to accommodate updates to the project.
The addendum also provides for the establishment of an inter-administrative cooperation body between the APV and ADIF, responsible for overseeing and monitoring the management of the terminal.
Port-City Integration in Gandia
The Board of Directors has also approved an addendum to the agreement between Gandia City Council and the Port Authority of València, aimed at establishing a port-city integration policy framework.
This agreement will finally enable the tendering process to begin for the urban redevelopment project covering the area surrounding the former fruit warehouses and the controlled-access area of the Port of Gandia, creating a new public space for residents and visitors.
The project, financed by Valenciaport, has a base tender budget exceeding €6.8 million (€8.2 million including VAT) and covers an area of 24,987 square metres of port land.
Of this total, 1,894 square metres will be allocated to landscaped green areas, and the development will also include a car park with 78 spaces.
The addendum approved by the Board establishes that Gandia City Council will assume responsibility for the conservation and maintenance of the areas affected by the works once they have been opened for public use.
